I am directed by the E of E to acknowledge the receipt of your letter of July 13th, in which you state that the Lords Commissioners of the Admiralty have no objection to Mr C.W. Jeffries accepting the post of First Assistant at the Hong Kong Observatory.

2. Mr Jeffries has asked that the cost of his passage to Hong Kong may be advanced to him and Lord Elgin would be glad if the Lords Commissioners of the Admiralty would be so good as to authorise the Treasury Chest Officer at Cape Town to pay him the sum required for this purpose on his signing an agreement to refund the amount in the event of his leaving the service of the Govt of Hong Kong within three years from the date of his arrival in that Colony for any reason other than mental or physical infirmity. The agreement should be forwarded by the Treasury Chest Officer to the Colonial Secretary of Hong Kong and the money paid to Mr Jeffries will be refunded to the Admiralty vote on your informing this department of the amount.
